EVALUASI KINERJA BIDAN PUSKESMAS  DALAM PELAYANAN ANTENATAL  DI KABUPATEN PUNCAK JAYA



Background Maternal mortality rate in Indonesia is higher than in other countries. Numerous efforts to control and prevent it through early antenatal care and monitoring, safe childbirth and good post natal care have been made, however the result are is still
unsatisfying. Good antenatal service is difficult to provide at District of Puncak Jaya especially in improving health human resources, particularly midwives both qualitatively and quantitatively. Based on low program coverage and midwives' performance the study focuses on performance of the health center midwives and dominant  factors related to performance of the health center midwives in providing antenatal service. Objective The study was meant to give an overview of the health center midwives' performance and identify dominant factors related to performance of the center midwives in providing antenatal service at District of Puncak Jaya.

Method  The method used in the study was explorative qualitative. Informants as samples of the study consisted of people understanding the implementation of mother and child health program and antenatal service at the health center of Puncak Jaya District. There were as many as 19 subjects purposively taken.

Result Low provision of financial and non financial incentives, such as changing status from non permanent staff to local civil servant, availability of antenatal service facilities, expectation as an expression of dissatisfaction, supervision, antenatal service standard and absence of support for knowledge and skills at the health center of Puncak Jaya District caused low antenatal service.

Conclusion Midwives' performance in antenatal service at the health center of Puncak Jaya District was still relatively low. Factors affecting low performance of midwives in antenatal service at the health center of Puncak Jaya District were lack of motivation, absence of financial and non financial incentives, limited antenatal facilities, absence of supervision, and limited knowledge and skills of the health center midwives in antenatal service.
